The County of Orange is focused on improving accessibility and efficiency with the launch of a comprehensive 20-year Civic Center Facilities Master Plan. Building 16 is the first phase of the overall Civic Center Facilities Strategic Plan Implementation, unifying departments and teams into functional ‘neighborhoods’ to better serve the public. The project is being designed, built and delivered through a Public-Private Partnership (P3) financing and lease structure by the team of Griffin Structures, LPA and Swinerton Builders. 

For the public, the project promises a modern approach to the difficult public counter experience. From the glass façade of the one-stop help desk to self-help kiosks, this facility is designed for transparency and ease of use, providing walk-up service with minimized wait times to 13 key County departments in a single location. An onsite conference and event center is available for use by County agencies and members of the public, readily accommodating meetings of up to 240 people.

For County employees, Building 16 promises a centralized and efficient work environment. The design incorporates many planning concepts and strategies found in private-sector office projects into the public building. Many departments, which are currently dispersed across the region, will be closer to each other, encouraging collaboration in a creative, open office environment. Enclosed offices are centralized within the core of the building, with workstations located along the building perimeter to improve flexibility and provide natural daylight and views for all occupants.

Sustainability informs the design of Building 16. It will meet the AIA’s 2030 Challenge, performing 70 percent better than a typical office building in the country.
