The Teaching and Learning Center (TLC) at Palomar College is a multifunctional facility for students and faculty which provides counseling, tutoring, workshops, academic instruction, training and career planning. Centrally located on the main San Marcos campus, the 7,200-square-foot, single-story building is enclosed in glass and metal. The floor-to-ceiling glazing on the south and west facades create a visually open, welcoming place for all visitors throughout the day. The metal panel encloses the support and more private spaces, while providing a solution that is low maintenance and draws inspiration from the existing architectural vocabulary on campus.

Adaptability of the facility and changing needs of the college required the design to optimize flexibility and future-proof the building. This is achieved through a raised floor system with under-floor air and power/data distribution, modular walls and open plan that allows easy and cost-effective reconfiguration in the future. The current design contains an open tutoring lab, a multi-purpose classroom, study rooms, offices and a faculty resource center—all of which support and service the college's mission to promote a deeper level of student and faculty engagement.
